A faster resolver reduces name resolution time, i.e. the initial delay before a site starts loading. It doesn't increase your bandwidth or download speed, but it does make browsing feel snappier.
Because latency depends on your location and network. The fastest resolver for you is the one with the nearest server (PoP). That's why you should measure from your own connection, like this test does.
To avoid cached answers. If we always queried the same domain, after the first time the resolver would answer from its cache and the measurement would be unrealistic. Random names measure the full path.
It's a rough estimate: it measures the HTTPS round-trip from your browser, which includes DNS-over-HTTPS overhead. It's perfect for comparing resolvers against each other, even if the absolute values are a bit higher than a native DNS query.
